About
Shaping Nigeria’s Orange Economy
A national platform bringing together stakeholders across Nigeria’s creative and cultural economy to examine challenges, unlock opportunities, strengthen policy, encourage investment and build a more productive and globally competitive Orange Economy.
The Institution
Convened by NIPSS

The National Institute for Policy and Strategic Studies is a high-level centre of reflection, research and dialogue, where academics of intellectual excellence, policy initiators and executors, and other citizens with a high level of practical experience and wisdom, drawn from different sectors of national life in Nigeria, meet to reflect and exchange ideas on the great issues of society.
NIPSS is mandated to conduct courses for top-level policymakers and executors drawn from different sectors of the national polity, with a view to expanding their outlook and perspectives and stretching their conceptual capacity, thereby helping to improve their overall performance in their different fields of action.
Through its flagship Senior Executive Course (SEC) and a range of specialised programmes, NIPSS convenes senior public servants, military officers, private sector executives, academics and civil society leaders to collectively shape Nigeria’s policy trajectory.
Senior Executive Course 48
The Orange Economy and Entrepreneurship for Sustainable Development in Nigeria
As approved by the President of the Federal Republic of Nigeria, the theme of this year’s Senior Executive Course (SEC 48) is the Orange Economy and Entrepreneurship for Sustainable Development in Nigeria.
The theme is examined through study group visits to relevant ministries and agencies, structured engagements with stakeholders across government and industry, and visits to selected countries across the various continents of the world.
The outcomes of the Summit will feed directly into the SEC 48 study process, helping to shape the Federal Government’s policy framework for this critical sector of the economy going forward.
Definition
What the Orange Economy Means
The “Orange Economy” refers to the cluster of creative and cultural industries whose value derives from ideas, talent and intellectual property, including music, film, fashion, publishing, visual and performing arts, gaming, advertising and design.
The term captures the sector’s considerable potential for job creation and export earnings relative to its capital requirements, making it an increasingly attractive diversification strategy for resource-dependent economies.
For Nigeria, home to Nollywood, a globally influential music industry, and a fast-growing fashion and content-creation ecosystem, the creative economy is widely seen as one of the country’s most promising, and still under-structured, sources of non-oil growth and youth employment.
